U.S. DEPARTMENT OF HOMELAND SECURITY (DHS), NATIONAL PROTECTION AND PROGRAMS DIRECTORATE (NPPD), OFFICE OF INFRASTRUCTURE PROTECTION WEBCASTING MEETING AND SUPPORT SERVICES - CDS2 is the sole provider of webcasting services in support of sector-specific Pandemic Influenza seminars for the Office of Infrastructure Protection at the U.S. Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD).
Federal Motor Carrier Safety Administration (FMCSA) (Department of Transportation) - CDS2 conducted a comprehensive review of the entire FMCSA COOP planning, operations, training and policy, including site survey of FMCSA offices in 50 states as well as regional management centers, cross-border operations in Mexico and Canada, and FMCSA support to the Office of the Secretary of Transportation. Guiding Regulations include: National Security Presidential Directive (NSPD) 51, Homeland Security Presidential Directive (HSPD) 20, and FEMA Federal Continuity Directives (FCD) 1 & 2.
Department of Homeland Security (DHS) U.S. Immigration & Customs Enforcement (ICE) and U.S. Customs & Border Protection (CBP) managed and deployed by the Enforcement group of the Data Systems Division, Office of the Chief Information Officers (OCIO) - This project "NETLEADS®" provides real-time support to ongoing Immigration & Customs Enforcement operations; and includes professional education; and technical maintenance support to the user community. The community is comprised of 5,880 users at 231 locations nationwide and consists of intelligence officers, special agents, immigration inspectors, and adjudications officers in regional and district offices, service centers, border patrol stations, and ports of entry. The NETLEADS® activity facilitates the maintenance of systems administration, applications administration, the posting of current data, and the training of users. The Intelligence Fusion Site is a common area where users/systems upload information of value to the Intelligence community. It promotes information sharing within the Intelligence community and provides organizations the ability to rapidly disseminate information. CDS2 conducted software engineering to design, develop, program, and test a lifecycle Web-based application for the DHS ICE LeadTrac system. CDS2 applications programmers defined user requirements and performed modifications to new and legacy maintenance modules. Application programming involved interface design and modification to the cross-agency Intelligence Fusion System, US Customs and Border Protection's Third Agency Check, and Mission Support Request systems, using ASP, HTML, JavaScript, VBScript, Visual Basic, and Oracle based programming.
New Jersey State Police, Intelligence Led Policing - CDS2 subject matter experts, in cooperation with the Manhattan Institute - Center for Policing Terrorism supported the New Jersey State Police, the Superintendent of Investigations under a grant sponsored project for the study, analysis, development and publication of a manual to guide intelligence operations within a State Police Department. The New Jersey State Police Practical Guide to Intelligence-led Policing represents a 1 year collaborative effort to help foster a common understanding of the concepts and methods for adopting intelligence as the foundation of law enforcement operations and sound decision-making.
International Financial Institution - Security Symposium- CDS2 provided subject matter experts to an International Financial Institution to collaboratively identify and address emergent business continuity risks through the development of a series of case studies that challenge both the financial services industry and firms' ability to prevent, detect, respond to and recover from significant challenges to the financial sector's increasingly complex and interdependent systems. The case studies drew upon real-life events, emergent risks in areas as diverse as international terrorists, anti-globalization fringe elements, insider threats from disgruntled employees, and international cyber criminal organizations. CDS2' consultants created briefing packages, led a half-day symposium for senior management from a variety of internal departments, and documented all discussions, findings, and lessons learned. The objectives for these case studies, briefings and symposiums were to enhance and facilitate the institution's forward-looking operational risk management processes.
National Capital Region HIRA/CIPP - CDS2 provided subject matter experts to support the National Capital Region (NCR) Strategic Sector Assessment (SSA) and Regional Hazards Identification Risk Assessment (HIRA), providing recommendations for a Regional Critical Infrastructure Protection Plan (CIPP). This (SSA) and the resulting CIPP is one in a series that provided an overall assessment of the potential terrorist threats to critical infrastructure and key resources, while providing decision makers with the broad, analytically-based vulnerabilities and consequence analyses framework necessary to decide investment priorities and create program designs. The SSA also provided an overarching analytic foundation for incident reports and threat warnings produced by the Department of Homeland Security (DHS) and other Federal partners to State and Local representatives and responsible law enforcement and emergency response representatives. CDS2's subject matter experts identified targeted capabilities for regional activities including command, control, communications, and computers, consistent with the DHS Offices of Intelligence & Analysis and Infrastructure Protection and their Homeland Infrastructure Threat & Risk Analysis Center (HITRAC) Threat, Sector, Vulnerability Overview, and Scenarios of Concern guidelines.
MCAS YUMA, Army National Guard Physical Security Vulnerability Assessment & Security Training Exercises - CDS2 collected data to develop a three time-phased Plan of Action and Milestones to enhance security and mission assurance at MCAS Yuma including an in-depth assessment of the IT infrastructure (including SIPR, NIPR, JWICS, DSN and others), operations procedures, security, threats, vulnerabilities and resulting risks of IT and physical security.
Maryland National Guard HQ Facility, Camp Fretterd, MD - CDS2 developed then led a Physical Security Vulnerability Assessment and Security Training Exercise for the Maryland National Guard’s Headquarters Facility at Camp Fretterd, MD. As part of the exercise, CDS2 conducted a vulnerability assessment as well as a review of Tactics, Techniques and Procedures (TTP).
