Naval Sea Systems Command, (NAVSEA SYSCOM PMS 380) Foreign Military Sales Support Services - Since 1996, CDS2 has provided Foreign Military Sales (FMS) Case Management and follow-on Technical Support (FOTS) of Egyptian Navy and Turkish Navy Class Frigate Program. CDS2 personnel provide support to both the Turkish and Egyptian Navy Frigate Programs providing configuration management and configuration tracking of available configuration changes to the FOTS Ships. CDS2 personnel provide financial management and management support services including the development of FOTS project plans, and project milestones to ensure a "Total Package Approach." Services also include procurement tracking and problem resolution, liaison with government activities attending and contributing to meetings pertaining to Turkish and Egyptian Navy Frigate FMS cases, researching historical files for case presentations and reviews, updating and maintaining FMS Management Information Systems with case data. Research and Development – Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Homeland Security Related Markets and Programs - CDS2 provided professional and subject matter experts proposing solutions to develop and grow new and existing client core business areas in Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), and Information Assurance and Intelligence systems. Services included: Technology and product strategy development for time-phased technology insertion, business investment, and market implementation strategy development and execution support.
Department of Education Higher Education Programs Logistical Support for Grant Competitions, U.S. Department of Education's (DoED) Office of Postsecondary Education (OPE), Higher Education Programs (HEP) - Since 2004, CDS2 has provided logistics services with personnel expertise in planning, peer review, coordination, and dissemination of grant information. CDS2 provides comprehensive assistance to DoED regarding all activities associated with the discretionary grant competition. Each task order varies due to the program legislation, the scope of the grant competition, and the amount of funding allocated for each program. HEP administers and supports projects that broaden access to higher education and are awarded to institutions of higher education and non-profit organizations and agencies. CDS2 supports the Teacher Quality Enhancement Project Directors Meeting (TQPDM), The Jacob K. Javits Fellowship Program (Javits), Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP), eight programs within the Office of Institutional Development and Undergraduate Education Services (IDUES), nine programs within the Office of Federal TRIO Programs (TRIO), Fund for the Improvement of Postsecondary Education (FIPSE) and Demonstration Projects to Ensure Students with Disabilities Receive a Quality Higher Education (Demonstration Program).
U.S. Department of Education (ED), Office of Postsecondary Education (OPE), Negotiated Rulemaking Session (NSR) Facilitation and Logistical Support - Since 2006, CDS2 has provided logistical support, transcription, and facilitation services for OPE's Negotiated Rulemaking Sessions. Support includes securing meeting space and banquet services, providing on-site support for negotiators, coordinating on-site logistics, and providing meeting facilitation for multiple and concurrent negotiation sessions. CDS2 provides meeting discussion notation and reporting and supplemental administrative support to the committee. Our facilitators support the negotiation sessions and worked in collaboration with DoED program staff. Facilitators monitor discussion and manage the agenda in an objective and impartial manner to ensure all interested parties are provided an opportunity to provide comments. CDS2 provides transcription services for public hearings, and prepares meeting notes and summary negotiation session reports following public event and negotiated rulemaking sessions.
White House Conferences on Faith-Based and Community Initiatives -
CDS2 currently provides strategic planning, administrative, logistical and technical support for a series of White House Faith-Based & Community Initiatives (WH FBCI) conferences. These events have spanned the United States and have varied in size from 800 to 1,300 attendees, exhibitors and VIPS. VIPS hosted include: President of the United States, George W. Bush, Secretary of Labor Elaine Chao, Secretary of Housing and Urban Development Steve Preston and Senator Joseph Lieberman. Support for these events includes designing and hosting a registration and information Web site, oversight of all venue contracts, site visits to each meeting location for layout and planning, pre-conference setup coordination including the registration booths and all conference materials and signage, on-site registration support including the capability to register attendees and print on-site name tags, oversight of security and coordinating comprehensive audio visual arrangements and reviewing, reconciling and approving all payments.
Office of the Secretary of Defense, National Committee Employer Support of the Guard and Reserve (NCESGR) - CDS2 provides Customer Service Center Representatives providing information, education, and consultation in the furtherance of developing an employer community supportive of military service with the intent to foster partnerships in the furtherance of ESGR programs which are designed to maintain strong employer support and compliance with the Uniformed Service Employment and Reemployment Rights Act (USERRA). CDS2’ representatives maintain case documentation and conduct informal mediation, between service members and employers regarding reemployment rights under USERRA. In coordination and cooperation with the NCESGR, CDS2 personnel provide national level guidance, oversight and quality assurance of actions taken by greater than 900 volunteer Ombudsmen during informal mediation between service members and their civilian employers.
Department of Transportation (DoT), Federal Highway Administration (FHWA), Office of Traffic Management and ITS Applications, Technical Support for Traffic management, Traveler Information and Intelligent Transportation Systems (ITS) Initiative - CDS2 supported Federal, State and Local Intelligent Transportation Systems (ITS) applications and initiatives performing market research to measure the extent to which public transportation agencies employ ITS-type technology, their acceptance and plans for ITS implementation in the near and long term. CDS2 performed initial research of 10-15 regional Intelligent Traveler Information Case Studies of transportation managers. The effort included a study plan, site visits and interviews and the cooperative development of the report and presentation of findings and recommendations. The initial tasking resulted in a study and analysis report that identified opportunities and obstacles that state and local transportation managers face in purchasing and deploying ITI products and identified factors that facilitate or impede local and state deployment of ITI innovations. The study and the later performed national survey helped to provide a cohesive approach for dealing with market and institutional issues, evolving architecture and infrastructure demands on a national basis.
Department of Transportation (DoT), National Highway Traffic Safety Administration (NHTSA), Office of Collision Avoidance Research, Forward Looking Collision Avoidance Market Survey - CDS2 performed a market research and analysis study to assess the status and maturity of forward-looking collision avoidance devices and technology. This study was used by NHTSA in developing their 5 Year Strategic Plan and in the execution of follow-on operational test and deployment plans of Intelligent Transportation Systems (ITS) technology and products. This market analysis was systematically developed and performed to support long-range planning to ultimately encourage technology advancement and specific capability insertion of crash avoidance countermeasure technologies into the highly complex and infrastructure dependent transportation environment. The results of our research were used by NHTSA and the DoT to measure status in "market acceptance"; desired technology/product performance characteristics and requirements; and to identify and formulate strategies to effectively resolve market impediments, (i.e., maturity of the technology, driver/consumer acceptance, institutional and legal barriers as well as reducibility barriers). Study included a standard methodology for market research and analysis for emerging commercial technology to be used by policy and acquisition planners in developing their strategic plans for technology insertions, operational test and its ultimate deployment.
George Mason University, Enterprise Center, Mentor Protégé Development Services - CDS2 provided "Business and Technical Development Assistance" to a commercial Information Technology (IT) Technology Applications Group (TAG). Tasks performed included: 1) feasibility assessment of firm's TAG's technology - engineering, management and marketing capabilities, organization and personnel resources to determine readiness for pursuing leading-edge IT opportunities in the open competitive marketplace, 2) focus development - providing briefings and seminars in evaluating market trends and factors effecting TAG's technologies and markets, 3) strategic architecture - defining a multiple-stage evolution for the successful implementation of the TAG's mission, competencies and product evolutions, 4) market penetration - defining the plans resources and risks involved in penetrating specific market segments, and 5) provided strategy execution support - performing follow-up analysis and support to maximize probability of success in bringing TAG's IT applications to markets. CDS2 performed market requirements, factors, trends and competitive analysis of specific and proprietary WWW-Internet/Intranet Information Management Technologies and Applications. Developed a market penetration plan for rapid, low-cost, low-risk approaches to test the technical and market viability of various targeted applications. The market penetration plan defined all related resources, organizational considerations, development staging and risks to manage and continuously measure and assess the viability of each application development.
Missile Defense Agency (MDA) Resource Management Directorate (RM) - CDS2 provides Operation & Maintenance for the Headquarters Fitness Center with a goal to provide a safe, efficient and modern environment to enhance the "Quality of Life" improving the morale of MDA personnel. CDS2 provides on-site, cleared experienced personnel and resources trainers who have built relationships with clientele, providing them with a custom physical fitness training program and performing routine inspections on the condition of all training and exercise equipment making sure the operation and safety of the equipment meets industry standards. Fitness Center staff have designed the layout, modernized MDA Fitness Center facilities and equipment at Dahlgren, Virginia and Huntsville, Alabama
